HR Director- Strategic Business Partner

This role is the strategic business partner to leaders and the executive leadership teams within the business organizations. You will own the application of the processes which ensure world class leadership and key talent supporting the organization s business objectives, influence the creation of a high performance culture sustained by the organization s leaders and leverage corporate and country HR partners, acting as client manager to solve business problems.

This position manages complex/matrix relationships, collaborating effectively across the HR value chain. The person in this role will consult, advise, coach and partner with the business on people and organizational needs ensuring alignment with the business strategy. This role also partners with leaders to drive organizational effectiveness, including change management.

In addition, this position will require strong program management skills with a focus on HR compliance, affirmative action and OFCCP accountabilities along with experience in successfully managing vendors. Advises company management in personnel policy and program matters, making or recommending appropriate decisions. This role requires effective collaboration with the Country HR, Learning & Development, Talent management, and Inclusion & Diversity teams, to share best practices, support various initiatives, and provide the business perspective.

This position reports to the Vice President of Human Resources.

Key
Responsibilities:

  • Provide HR consulting, insights and solutions to the leadership team that addresses business challenges and contributes to the development of successful business strategies. Bring intellectual rigor to decision making processes and provide objective and insightful coaching.
  • Partner with the GM to identify organization capability requirements and action plans to close gaps.
  • Contribute to the business strategy. Drive the employee growth segment of the Keysight leadership model by applying broad HR skills in areas of organizational design and development, change management, workforce planning, coaching / consultation, program/project management, facilitation, and communication.
  • Plan and implement people/organizational solutions aligned to the Keysight strategy, business strategy and the Keysight HR strategy / goals.
  • Use data analytics to propose and develop solutions and best practices. Help ensure accurate headcount forecasting and tracking.
  • Ensure alignment of staffing process with desired global footprint.
  • Spearhead succession planning efforts at the senior level.
  • Conduct organizational effectiveness assessment and design and utilize flexible workforce models that build competitive advantage. Identify competency, knowledge and talent gaps, build the leadership capability and develop and implement targeted solutions that address resulting gaps.
  • Provide effective coaching with the senior management team to influence their thinking and actions in ways that positively contribute to the achievement of business results.
  • Dynamically view the strategic aspects that influence change and proactively develop and drive execution plans for change
  • Program management of US affirmative action, OFCCP and Immigration strategies. This includes a focus on vendor management in these areas.

Job Qualifications

This position requires BS/MS Degree in Business / HR/ Organizational Development or equivalent, with 10
years of overall HR experience; At least 5+years business experience in the following areas:

  • Organizational development / effectiveness
  • Consulting / coaching
  • Business / financial acumen / Org capabilities:
    Strategic analysis regarding headcount, attrition, organizational design
  • Full range of functional HR skills workforce planning, recruitment, performance management, talent management, compensation, succession planning and change management.


Additionally:

  • Working knowledge of general HR practices along with the ability to influence HR strategy and policy using previous knowledge and experience from other business and work environments.
  • Successful track record leading a global organization and driving change within matrixed organizations.
  • Proven leadership skills along with the ability to drive action and partner with people across cultures, levels, and organizational boundaries.
  • Strategic and pragmatic thinking with a strong bias to execution and results focus
  • Relevant experience with business operations and / or line management experience is required. Demonstrated leadership skills.
  • Must possess strong partnering, project management, consultation, collaboration and influencing skills.
