Program Analyst

Data collection and analysis provided for the Associate Chief of Service (ACOS) for GPEC, GPEC leadership team and Quality Management in conjunction with special projects and other regulatory requirements. Collaborate with Fee services to monitor payments of fee services through the NIC programs. Develop and monitor quality of services provided throughout the NIC programs. Data collection and ongoing analysis of clinical care at the Community Living Center (CLC). Major Duties include:
Monitor and track the average daily census (ADC) of veterans in NIC programs and develop plans to meet the target goal. A secondary responsibility is to develop a method for monitoring quality of care provided through all GPEC programs. Works with the ACOS for GPEC and GPEC leadership team to assure that all VHA Directives and the VA Inspector General standards are met. Inherent in this position is the requirement for independence and objectivity on the part of the incumbent, to ensure equitable solutions to a wide variety of complex issues. Provide data analysis support to specific projects assigned by the ACOS, GPEC leadership or the Quality Management Office. Evaluate processes and make recommendations for effective organizational changes. Conduct independent review, critically analyze information, and prepare objective reports based upon knowledge obtained. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and skill in applying analytical and evaluative methods and techniques to determine the efficiency and effectiveness of program operations. The incumbent should be knowledgeable of pertinent regulations, policies and precedents of the VHA that affect programs; directly responsible to the ACOS of GPEC. Project plans for GPEC services will be coordinated and communicated to the incumbent by the ACOS or their designee. Information will include identification of the work to be done, the scope of the project, and deadlines for completion; responsible for a complex, data driven set of processes; skills in conducting detailed analysis of complex functions and work processes. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. The total percentage must equal 100 percent. For example, the position to be filled is a Program Analyst, GS-0343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) Physical Requirements:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
