Supervisory Social Worker

The Supervisory Social Worker provides programmatic direction to all staff assigned to the HUD-VASH section, including social workers, coordinating Social Worker, Social Worker/Case Managers, Peer Support Specialists, program support, and associated providers. He/she is responsible for developing and overseeing systems for referral, screening, admission, and ongoing case management services in the HUD-VASH section. The Supervisory Social Worker serves as the community agencies' primary point of contact for the HUD-VASH section he/she oversees and all patients and staff within that section, and is expected to create and maintain collaborative relationships with facility, network, and national personnel, as well as community and local government agencies. The Supervisory Social Worker assists with program oversight, monitoring and administration, serving as a contact with local Public Housing Agencies (PHAs) and supervising case management-based services (directly or through referral) necessary to ensure that Veteran care is coordinated with the VA medical center, community health or mental health providers, and agencies that serve homeless populations. The Supervisory Social Worker is responsible for creating and maintaining systems for medical records, data collection, administrative record keeping, and monitoring of patient or program clinical indicators, thresholds, and performance measurements. The Supervisory Social Worker works closely with SFVAHCS homeless programs, residential and community care programs, inpatient and ambulatory care and specialty clinic departments (ie - PTSD clinic, Women's clinic) to ensure that coordination between these entities is facilitated and Veteran's direct care, referral, and follow up is contiguous and based on a continuum of services. Veterans eligible for HUD-VASH come from a wide geographic area. Their health and mental health needs may be complex and require a high degree of clinical oversight and creative problem solving. Services are provided in healthcare settings and in the community. The HUD-VASH Program requires continuous coordination with the community's homeless providers and coalitions as well as with other local, state, and federal agencies. Work Schedule:

1. U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 2. Education. Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. 3. Licensure. For the GS-13 level, you must be licensed or certified by a state at the Advanced Practice Level which included ASWB advanced generalist or clinical examination, unless you are grandfathered by the state in which you are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice.) NOTE - Must have a current, valid state driver's license. Grade Determinations:
GS-13 Supervisory Social Worker. In addition to the basic requirements for employment, one year of experience equivalent to the GS-12 grade level is required. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs below:
1. Ability to independently organize work, set priorities, and meet multiple deadlines. 2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. 3. Ability to ensure provision of clinical social work services by supervised social workers. 4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. 5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.( 6. The physical demands of this position involve primarily walking, sitting, talking, driving, use of the telephone, etc. Strenuous physical activity is not required although the incumbent is expected to withstand pressure and stress as part of their day-to-day activities. There is ongoing exposure to individuals having psychiatric and physical illness and disabilities. These include violent or aggressive behavior and chronic psychiatric and medical problems.
