Virtually any land development or construction in the unincorporated area of Sonoma County (outside the city limits of the nine cities) is reviewed, permitted, and inspected by Permit Sonoma.

As integral members of our Grants team, this Procurement & Project Analyst position will report directly to the Grant Program Manager and be responsible for purchasing and/or negotiating the procurement of goods, services, and construction contracts.
Working closely with a multi-division team in order to meet the procurement needs of the department, this position will lead the planning, development, and finalization of all contracts and professional services agreements across all of our FEMA grant-funded projects.
Additionally, the Procurement & Project Analyst will:
Assist management in assessing and clarifying their procurement needs and resolve problems concerning goods or billing Create Purchase Orders and Enterprise Financial System (EFS) contracts, document all steps in the County's EFS, and develop and finalize the materials required to document pre-procurement and procurement compliance with federal requirements Prepare, evaluate, and post formal solicitations such as Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) and develop and finalize contract-related Board of Supervisor's agenda items Review bids for legal correctness, pricing, prevailing wage compliance, and overall acceptability Manage awarded contracts, including funds spent and remaining, contract deadlines, required forms/insurance documents, and will coordinate with the team on whether amendments and extensions are needed Use Microsoft and Adobe applications to create and remediate Americans with Disabilities Act (ADA) compliant documents and web-based materials To continuously improve the quality of our services and ensure regulatory compliance, the ideal candidate for our position is analytical, curious, detail-oriented, and organized.

Qualifications Education:
Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed.
Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.
Experience:
Work experience which would provide an opportunity to acquire the knowledge and abilities listed.
Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.
License:
Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Knowledge, Skills, and Abilities Working knowledge of:
principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.
Knowledge of:
