$73,000 - $100,000 annually, DOE Legal Aid of Sonoma County (LASC) seeks a Veterans Legal Services (VLS) Attorney for our Veterans Benefits Program (VBP).
VBP helps low-income and unsheltered veterans upgrade their discharge status and obtain a range of benefits, including housing, income, educational benefits, and medical care.
In collaboration with our Homelessness Prevention Program, VBP performs outreach to unsheltered and unstably housed veterans throughout the county and leverages an extensive network of community partners to reach isolated veterans in underserved populations.
The VLS Attorney will provide services to veterans who are currently homeless or at risk of homelessness.
The goal of the program is to assist with a range of legal issues to remove barriers to housing.
This may include assisting with accessing VA and other public benefits, clearing eviction and/or criminal records to help people become eligible for housing, or resolving debtor creditor issues that weaken a housing application.
The VLS Attorney will also assist clients with matters before the Department of Veterans Affairs (VA), including discharge upgrades and benefits appeals, providing counsel and advice, preparation of pleadings and representation at administrative hearings.
The VLSA will participate in direct outreach to homeless and at risk for homelessness veterans, including in geographically isolated parts of the County.
Duties and
Responsibilities:
Client Services 1.
Provide legal advice, assessment, and direct legal representation to veterans with legal barriers to housing, including but not limited to in VA benefits claims, military discharge upgrade matters, public benefits cases, consumer debt matters, and expungements.

Develop any necessary evidence, including military records, medical & mental health records, transcripts, witness statements, and/or non-governmental documents, to assist in case evaluation, preparation, and representation.
3.
Conduct legal research and draft legal and administrative forms, pleadings, legal briefs, and other legal documents.
4.
Negotiate settlements with landlords or creditors where appropriate.
5.
Provide representation in court or representation at administrative hearings, including before the VA Regional Office, the Board of Veterans Appeals, and the Social Security Administration.
6.
Conduct client outreach in more rural areas of the County in collaboration with LASC's community partners.
7.
Manage and track case information, including procedural deadlines.
8.
Coordinate with Veterans Benefits Program legal team on case strategies.
9.
Perform in-depth research and prepare written materials relating to legal issues faced by veterans.
10.
Work collaboratively with LASC's Homelessness Prevention, Tenant Protection, and other programs, and with community partners.
General Operations Work closely with all LASC staff and pro bono attorneys along with other affiliate organizations to coordinate activities and services.
Assist potential clients with eligibility screening, and the accurate completion of intake forms and program mandated assessment forms.
Submit reports, attend meetings, and perform administrative tasks, as required.
Skills and Experience Required:
At least 2 years demonstrated successful experience in providing direct client legal services.
Litigation or administrative hearing experience.
Excellent communication skills, ability to work collaboratively with a wide range of community stakeholders, flexibility, and teamwork required.
Ability to relate to diverse client population, including low-income, mono-lingual, disabled, and senior clients.
Experience with or sensitivity to the needs of clients who are unsheltered, trauma survivors, experience mental health symptoms, and/or live with disabilities.
Working knowledge of computer applications including Microsoft Office and database programs.
Demonstrated ability to work independently and manage multiple tasks simultaneously.
Ability to organize and prioritize work effectively with great attention to detail, including timely case management and capturing of data for reports to funders.
Ability to maintain up-to-date case notes and statistical records on services provided.
A firm commitment to accurate and timely data collection and time reporting A valid CA Driver's license and current proof of automobile insurance required.
Experience Desired, but not required:
Previous public benefits, administrative law, housing law, or veterans law experience.
Previous experience with government benefits issues, criminal records and/or consumer debt issues.
Previous experience working with the unsheltered and an understanding of the special needs of low-income clients.
A demonstrated commitment to public interest law.
Education Required:
Juris Doctorate Member of the California Bar in good standing
